Mandatory CPD Is Coming to Victoria: What Agents and Agents’ Representatives Need to Know
From 1 April 2027, continuing professional development (CPD) becomes mandatory for Victorian estate agents, agents’ representatives and conveyancers. For the first time, every licensed agent and registered agents’ representative in Victoria will need to complete a set amount of structured, assessed training each year to stay compliant.
The Business Licensing Authority (BLA) has now opened the door for eligible training providers to deliver CPD under the new scheme.
What’s changing
Under the new framework, introduced through the Estate Agents (Education) Amendment Regulations 2026, property professionals must:
- Complete at least 5 CPD activities every CPD year. The CPD year runs from 1 April to 31 March, so the first one runs 1 April 2027 to 31 March 2028.
- Include at least 2 mandatory activities set by the BLA. These must include a written assessment.
- Make sure every activity is at least 1 hour long, relevant to their role and built around clear learning objectives.
- Attend in person or online in an interactive format. Conferences, self-study and pre-recorded webinars do not count.
- Use an eligible CPD provider listed on the Consumer Affairs Victoria public register.
- Keep records of every CPD activity they complete.
Owners corporation managers come into the scheme a year later, with their first CPD year starting 1 April 2028.
The mandatory BLA topics for 2027–28
For estate agents and agents’ representatives, the BLA has set the mandatory activity list for the first year. Agents will choose at least two from:
- Legislative & Regulatory Compliance – Residential Real Estate Sales
- Legislative & Regulatory Compliance – Residential Real Estate Property Management
- Legislative & Regulatory Compliance – Commercial Real Estate (Repair and Maintenance provisions of Retail Leases; Rent Reviews and Valuations for Retail Leases; Assignment of Retail Leases)
- Ethics and Professional Responsibility
- Trust Accounting and Financial Management
- Privacy and Cyber Security
The remaining three activities can be any eligible CPD that is relevant to your role and improves consumer outcomes or compliance.
Why this matters for your business
For Directors and Officers in Effective Control, this is more than a box to tick. Every agent and agents’ representative on your team will need five qualifying activities each year, which means planning, budgeting and record-keeping across your whole office. Leaving it until March 2028 is a risk you don’t need to take.
The upside is real too. A structured CPD framework lifts standards across the industry, gives consumers more confidence and keeps your people sharp on the compliance areas where mistakes are most costly: trust accounting, privacy, ethics and the fast-changing rules around sales and property management.
Where Complete Property Training fits in
Only certain organisations can deliver CPD under the new scheme. For estate agents and agents’ representatives, that includes registered training organisations approved to deliver the CPP41419 Certificate IV in Real Estate Practice or the CPP51122 Diploma of Property (Agency Management) in Victoria.
CPT (RTO No. 31828) already delivers both the Certificate IV in Real Estate Practice and the Diploma of Property (Agency Management) to Victorian students, which makes us an eligible CPD provider under the new rules.
The new rules also favour how we already teach. CPD must be live and interactive, not a recorded video playing in the background. That’s exactly what our Edutainment approach is built for: Interactive. Engaging. Compliant. Our sessions are designed so participants actually take part, learn something they can use the next day, and walk away with a certificate of completion that meets BLA requirements.
Led by someone who knows Victorian real estate
Our CPD program is led by Lisa McNiven, CPT’s National Head of Training. Lisa brings deep Victorian industry experience, including time with the Real Estate Institute of Victoria (REIV) followed by head office roles with Belle Property and Harcourts.
That background matters. Lisa understands Victorian agency practice from the inside: what principals need from their teams, where compliance commonly goes wrong, and how to make regulatory content practical rather than dry. She’s ensuring our CPD sessions are grounded in how Victorian offices actually operate.
What to do now
- Get familiar with the requirements. Five activities a year, at least two mandatory BLA topics, all from an eligible provider.
- Plan for your whole team. Directors should map out who needs what, and when, across the 2027–28 CPD year.
- Register your interest with CPT. Be first to hear when our Victorian CPD calendar opens, including dates, locations, online sessions and options for in-office team training. Visit www.completepropertytraining.com.au
Give us a call or email should you wish to start planning CPD for your office and team, or if you have any questions about how the new requirements affect you. Contact the CPT team on 1800 518 258 or info@completepropertytraining.com.au. We’re here to help you stay compliant and keep growing.
